I had the privilege and great honor to serve on board the USS JAMES MONROE with Bill. He was an inspiration and guide for me as I struggled with qualifying as a young seaman. My deepest sympathy for the loss of a great shipmate and a true friend.
Steve Reynolds, YNC(SS) Retired.

Served with Bill from August 1970 until September 1974 on USS James Monroe. His nickname was "Heavy Evvie" - one that told of his true nature in ways that would be revealed and revered throughout my career. Always had time for new folks to teach and demonstrate the intricacies of Submarines. I will remember him fondly until we meet again on God's Golden Shores. Fair winds and following seas my Brother!

Dear family and friends of William,
On behalf of the United States Submarine Veterans, we offer our sincere condolences at Bill´s passing. Please know that you are in our thoughts and prayers. We are always saddened whenever a fellow "Bubblehead" departs on Eternal Patrol. He served with honor on the USS James Monroe SSBN-622, USS Nautilus SSN-571, USS Philadelphia SSN-690 and USS Hammerhead SSN-663.
To our "Brother-of-the-Phin" we say, "Sailor, rest your oar. We have the watch. Fair Winds and Following Seas." Thank you for your service to our country.
To the family... "may the Lord of peace himself give you peace at all times in every way. The Lord be with you." 2 Thessalonians 3:16 (ESV).
Jim Sandman, FTC(SS) Ret,
National Chaplain, USSVI.
